OVERVIEW:Under broad policy guidance and direction of the Weber County Community Development Director and Assistant Director, while actively working as a mechanic in the Garage, performs administrative work planning, organizing, coordinating, and supervising the activities of the Garage. Assists with fleet/equipment recommendations and coordinates the ongoing maintenance of such. This position has the direct responsibility of assisting in the formation and implementation of policy matters and requires the ability to make independent decisions without direct supervision.YOUR RESPONSIBILITIES:Reports to the Community Development Director/Assistant Director. Attends meetings of the Weber County Commission and other meetings as needed. Works with the Assistant Community Development Director, Garage Office Manager, and Weber County Comptroller to make sure operating costs are within the approved budget and billings are adequate for sustainability of the fund balance.Meets with elected officials and department heads to determine needs and resolves any problems or concerns with the fleet or maintenance and repair work.Gathers information and works with the garage office manager creating reports to determine needs within the County under his/her responsibility. Provides estimates of labor and material costs; reviews annual requests and determines cost, feasibility, and necessity, and puts together a County-wide plan that works within the budget.Directs the operations of the Weber County Garage; determines repair and replacement guidelines for Weber County Roads Division equipment, fleet vehicles, and other County equipment; orders supplies and materials necessary for repair and maintenance of equipment and fleet; assists in preparing the department budget by estimating the Garage time, man power, and material needs.Exercises technical supervision over equipment mechanics; schedules, directs, inspects, and participates in complex service and maintenance work; diagnoses and solves complex and non-routine repair problems; performs, or is capable of performing, all the duties related to day to day operation of the Garage.Assigns personnel and equipment to maintain scheduled maintenance and repair operations; helps train lower level personnel in diagnostic repair techniques; coordinates activities with other County departments; assists in setting priorities to deal with emergencies and unanticipated needs.Serves as a Primary interface between the vendor and the County's internal customers.Works closely with the Sherriff's office, Garage Office Manager, Animal Control, Roads and other departments for special outfitting needs of vehicles or equipment.Prepares and documents budget requests; administers adopted budget in area of responsibility.Works with Office Manager and ensures charges, supplies, and maintenance costs are billed appropriately to the departments.Ensures safety practices are being met within the work place or in the field. Performs and provides regular training opportunities to educate and remind employees of such practices.Ensures proper certifications are in place and current for all laws pertaining to testing and quality of work to be completed on equipment, vehicles, and other applications.Assists with employee evaluation interviews as required under the direction of the Community Development Assistant Director.Performs other administrative and functional duties as required.ABOUT YOU:Education: Graduation from a college or university with a Bachelor's degree in business, automotive, or public administration.Must be ASE Master Certified in light truck, Automotive, and ASE Master heavy truck repairs.Experience: Five years of progressively responsible employment in a closely related field with responsibilities comparable to this position; two of which must have been in a supervisory capacity,Any equivalent combination of education and experience.Knowledge: Extensive knowledge of computers and applicable programs including maintenance programs, information systems, systems administration; knowledge of equipment and its uses, functions and capabilities.Considerable knowledge of the standard methods, practices, equipment, and materials used in a garage and service workplace; considerable knowledge of the design, adjustment, operation, maintenance, and repair of diversified mechanical and electrical equipment, including light, medium, and heavy gasoline and diesel engines; considerable knowledge of the materials and tools used in equipment repair maintenance; understanding and knowledge of safety standards and equipment related to materials and equipment, including OSHA and MSDS; thorough knowledge of the practices and principles of effective management; working knowledge of County policies and procedures; thorough knowledge of effective communication, and supervisory and management techniques.Skills: Skill in the use of tools, materials, welding, and test equipment related to the repair and maintenance of all vehicles and equipment in the County inventory; computer skills adequate to perform necessary data entry and reports associated with the fleet management computer programs and systems.Abilities: Ability to purchase equipment and materials necessary for vehicles and equipment for maintenance; ability to make cost estimates of time and materials; ability to effectively organize and schedule equipment and garage personnel; ability to supervise and coordinate the work of others; ability to communicate effectively both verbally and in writing; ability to establish good working relations with employees and other agencies; ability to establish good public relations with the general public; ability to establish good working relations with advisory boards and groups; ability to maintain and repair equipment.YOUR SPECIAL QUALIFICATIONS:Must have or be able to obtain a valid Utah Drivers license and have a good driving record. PHYSICAL DEMANDS:The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Some outdoor work is required in the inspection of various automotive repairs and equipment needs or purchases. Hand-eye coordination is necessary to operate computers, tools and various pieces of office and shop equipment.While performing the duties of this job, the employee is occasionally required to stand; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk or hear; and smell.The employee must occasionally lift and/or move up to 100 pounds.Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.WORK ENVIRONMENT:The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
